Electronic EFTCO Cleaning Document

 

EFTCO is the European Federation of Tank Cleaning Organisations and represents 21 member association in 25 countries in Europe with 630 tank cleaning stations. 3 associated global member complete the number of active members.

More than 25 years ago, the EFTCO Cleaning Document (ECD) was launched with today more than 4 million completed documents per year. This makes the ECD the most recognise and #1 Cleaning Document in Europe, with growing global expansion.

The EFTCO Cleaning Document (ECD) is a support document for every single tank cleaning in the supply chain process. It proves which cleaning steps have been performed. The uniform cleaning codes for describing these steps can be downloaded in several European languages on www.EFTCO.org .

All our members ensure the quality standards and guarantee the future availability of the ECD. Nevertheless, this successful model must also take the signs of the times towards digitization. Since the introduction of digitization takes a lot of time, a dual system of paper ECD and digital documentation will determine our near future. The ECLIC eECD 2.0 initiative is the digital way to proceed in this.  

ECLIC is a nonprofit association facilitating digital collaboration in chemical logistics while respecting data ownership, striving for interoperable logistics industry solutions. It allows companies to exchange data while increasing sustainability, compliancy and efficiency.

Digitalization of the EFTCO Cleaning Document (ECD) and the usage of the electronic EFTCO Cleaning Document (eECD) is a partnership project between EFTCO and ECLIC. To guarantee for the future the same level of high quality and commitment to reliable, trustworthy and environmental friendly services, only Cleaning stations which are authorized to use the EFTCO Cleaning Document, will be allowed to register with ECLIC and start using electronic ECD`s or printed eECD`s.  

As such EFTCO declares the digital eECD version as equally valid and trustworthy with an equal legal value compared to the paper ECD.

The digital implementation and development from paper ECD to the usage of electronic eECD will create a temporary coexistence between paper and digital, that may result in the necessity for the usage of a printed eECD document by non-digitalized partners.

All EFTCO related tank cleaning stations have the following possibilities for documentation of the cleaning:

 

  •      PRE-PRINTED PAPER: Printing document on the existing EFTCO Cleaning Document preprinted paper formular (old version)

 

  •      PAPERLESS: Using the digital eECD process and the eECD created within ECLIC and whereby all actors have an eECD license.

 

  •      PAPER-DIGITAL: Printing the eECD from the ECLIC platform on normal paper foreseen with a QR code and compliancy score, in case the customer asks for a printed version with no digital approach.     

 

All actors will be able to scan the unique QR code on the printed eECD to check the validity of the document, even if they do not have an eECD licence. With this so-called eECD 2.0 process, each actor can digitalize at their own speed and decide to use the paper ECD’s, the digital eECD 2.0 paper copy with QR code or the full enabled digital solution without any paper.

EFTCO cleaning stations can transition from preprinted ECD and start the digital process.

The digital eECD is available in English and German language and will be available in French and Dutch in Q4 ’23.

The eECD within the enhanced eECD 2.0 process contains a new eECD compliancy score. This compliancy score is an extra box number 16 printed on each eECD and is eECD specific.

The eECD compliancy score is a dynamic measure that is developed throughout the “end-to-end” cleaning, planning and loading process. It reflects the level of digital collaboration among all actors contributing to this specific eECD.

Because the eECD 2.0 is printed from an electronic platform, additional lines can be added when there is a lack of space. This means that the eECD2.0 can contain more than one page when necessary!       

  

EFTCO declares the printed eECD (attached) by using ECLIC as a valid cleaning document. No other format for cleaning documents or individual PDF solutions are authorized by EFTCO.

 

 

The “Rules for issuing EFTCO Cleaning Documents” (ECD and eECD) remain valid for all documentation possibilities.
